No primer. It’s a Rustoleum “paint and primer” product.
As for the putty, I’ll look into it and see how hard it’d be.
You really should prime as well. Rustoleum does have a primer available.
Epoxy putty would be very hard, but it probably won't adhere well to the paint unless you take the crack and the area around it back to wood.
I think this might be better done with some drop-filled CA glue. Mask off very close to the crack and then run superglue into the crack. The thin stuff will be best for crack filling but is very liable to run everywhere as well. Once it's dry you can file/sand it down smooth and paint over it.
