Chemical driers are added into the paint at the factory, if they are faulty then they dont react with the clear and never cure properly. This can also happen if it reacts with undercoats or basecoats. Bummer mate. Better to start again sadly.
My Les Paul clear is still not rock hard. When it is I am going to sand it back and recoat with baslac. It takes 1 day to set solid. Here's the thing clear in spray cans has a shelf life. It also does not have the hardener added different process as nitro says. I will never use a can again. $300 got me a 5hp compressor 50ltr tank and hvlp gun.
Less over spray and real pro finish.
