I wonder if the stain will bleach out? Or something like turps.
As for the neck, it think it's the position and angle of the second last fret... If that is the case it would still be useable if you are not playing there, that said, Adam is a first class guy, send him an email

Muzza is there enough headstock veneer to work around the black stain you spilt ?
looks like 21st fret is crooked and not in the correct position as Stan pointed out.
Before you do any more work on the neck worth sending Ads an email about a replacement neck

On a related note, that stain is some the the stickiest stuff I have ever used. It murders anything you apply it to, including wood, clothes, skin... It is ridiculously strong when used undiluted.
Stan's suggestion of bleach might work, but I wouldn't hold your breath. I used turps to try and get it off some binding, and it barely made a mark.

Pure acetone *may* coax some of the stain out of the veneer, I've used it on Dingotone with success... but black oil-based is tough and it's just as likely to smear further. I'd put paper towel under the veneer to soak up anything that leaches through, then dab the centre of the stain with some acetone. Give it a few seconds and the use a clean cotton tip to rub and lift the stain. Repeat as necessary, but the first application should tell you if it is going to work or just make things worse. I'd try it on some scrap first.

NO panic guys. There's plenty of veneer. Almost enough for another headstock.
Adam and I have been communicating - he is dealing with the neck - great customer service. Can't fault them.
I initially thought it was just the second last fret too, but the last 6 frets are all misaligned to a degree, and not parallel either. It's just the second last one that stands out.
You know what? I'm GLAD I dropped that stain on the veneer - it was actually a favourable mistake. Now I KNOW not to try to pop the grain. The stuff is so absorbent, I'd end up with a solid black veneer.
