I am stringing up my ibanez 7 string IB-7 and it is sooo fret buzzy.... It stops at about the 12th fret, i loosened the truss rod but i was wondering if it could be the height of the locking nut or something else?

it could be - truss rod, neck warp, nut height, uneven frets, too low an action, combinations of these or others...
super quick check , by no means definitive, to see if it is the neck: capo on first fret, fret the low E string where the neck meets the body, there should be a small gap halfway, about .25mm
