    Welcome to the forum!

There should be a truss rod installed, look in the hole at base of headstock next to the nut. You should see the hex socket of the rod.

Any adjustment required will depend on current relief of the neck. There is a good write up on this in the how to build your pitbull guitar section.

Welcome Tim - as above - the kits should come with everything you need, including a lead. It's now up to you to shape the headstock, finish the guitar (stain / paint, etc), wire it up and clean it up (intonate, etc). Tele's are a great place to start - after all - Adam who runs the show here is also known as the Tele napper due to his preoccupation with all things tele.

welcome Tim, tele's are a great kit to start with, as Andrew and Brendan said above the kit is complete. The kit comes with an allen key to adjust the truss rod but do some research or ask questions before you make adjustments.
What model tele kit is it ? there's about 6 models.
Start a build diary and let us know your plans regarding stains/paint colours, any hardware upgrades etc. There is a heap of knowledge and experience on the forum so ask any questions you may have.
