Hi, where the nut adjoins the headstock you will see a small cavity with a metal truss rod. It covers that hole.
As Lawry said, the truss rod is a tension bar that runs down the inside of the neck to counteract string tension, and allows you to adjust the curve of the neck. You make adjustments to the truss rod via the access hole in the headstock just beside the 'nut' (don't adjust it without getting advice first). The 'truss rod cover' covers that access hole.
As you're building an IB-1, here's an image from Pablo's great IB-1 that shows the custom truss rod cover he added instead of using the stock one like in the image you posted.
