It may be a Gibson scale length not Fender. 24.75" would be about what you have and would go with a tun-o-matic bridge.

It seems more likely that the nut-to-12th measurement is the one to go by. I am sure others will chime in if I have that wrong, but that is always the way I have seen bridge placement done.
