Are you sure it's the top coat (hard to tell from photos), or is it the finish underneath the top layer that's still not hard and that is moving and causing marks underneath to show through? It's very unlikely it's the top layer, or you'd have finish on your fingers when you touched it.
If you sanded back and repeated the process using the same materials, then you could easily end up with the same issue.
I'd give it another couple of months, and if no improvement, then think about redoing it.

I like weirdbits' idea to try different cap values. They are cheap, and sometimes you can get a handful to see what you like best.

This has convinced me to never do a solid spray can finish.
Maybe you could do a Hendrix with some lighter fluid to get the black finish HaHa.
Seen some folks do a burnt finish with a blow torch too.
Just my take on a simpler way to get a black guitar.
