What kit is it, as there are several full hollow body kits available?
The only hollow kit I see listed with a Bigsby-style vibrato included is GR-1SF, and that clearly only has one set of holes for the TOM bridge.
Did you order the vibrato as an extra? If not, I'd suggest there was a mix up at the factory with either manufacture or packing.

Update - the kit is perfectly fine, I just had a brain fade and got what I was thinking wrong! Thanks.
