If you put dowels or screws into it, you risk causing issues with the truss rod, there is not a lot of space at the thinnest end of the neck - you may even cause it to be weaker.
Titebond is strong, it might crack next to it, but the join itself shouldn't give up...
If you still need tuners PK have a look at this - Epi LP Custom - headstock only, but has all the tuners, $150:
