It would seem to be so. A strange choice, as the Rickenbacker bass scale length is actually 33.25". And that was probably chosen as the first Rick bases were string-thru-body types and the shorter scale length allowed them to use the strings already made for the top-loading precision bass with a 34" scale length, without having to have slightly longer strings made up just for Rickenbackers (remember that there wasn't the string choice then that there is now). And when they changed to top loading bridges, they simply kept the same tooling for the necks and the same scale length.
