Locking tuners typically have a metal post that is either pushed up through the tuning post by a threaded wheel (if bottom locked), or else the post is attached to a threaded cap (if top locked) and pushed down through the post.
You push your string through the hole in the tuner, take up all the slack in the string then turn the locking wheel or cap. The post pushes on the middle of the string in the hole to force it into a shallow 'u' shape, pressing hard against the inner sides of the hole with enough force that the string won't move at all. You then cut off the excess string and start tuning. You are normally there within a full turn of the post. With a locking tuner you want to minimise the amount of string wrapped around the post. With a standard tuner you need 3 or 4 turns around the post to stop the string slipping loose, but there's always some small amount of give in the windings, at least when newly fitted, and if you ever loosen the tuner, then the give will reappear as if by magic.
I think locking tuners would be ideal for this build given the angle the strings will be pulling at (if anything like the example in the photo). It will be hard to stop the strings riding up to the top of the string post unless you are very careful, making string changes slow. Plus with long string ends getting tangled up in the slot and with other strings (before you cut them off), it's worth spending a bit more IMO to avoid all that hassle once it's built.

Here's another angle of the headstock from Casimi Guitars. The laminates don't look too thick here, but the main central section looks thicker than 14mm. I;m not sure what the thickness is of the neck I ordered. Hopefully it's workable.

Note that they've built up a lot on the face of the headstock with a thick veneer, so that the nut is sitting in a channel. I'd be tempted to do the same to add as much thickness and strength to the headstock/neck join area as possible. I'd also note that on that guitar, the truss rod adjustment is at the soundhole end. If you've ordered a PBG LP style neck, then the truss rod adjustment and routing will be at the headstock end, making that join area weaker, so add all the strength you can in that area. I'd be tempted to run the veneer right up to the fretboard, and sit the nut on top of that.
At least the BPG LP necks are maple rather than mahogany, so are going to be pretty strong to start with.

I ended up buying a neck off eBay. Not sure of the materials, or thickness at this stage, but according to the description, the truss rod is adjustable from either end. I'm not sure how true that is at this point, as the photos didn't show pictures of the body end. We'll see how it looks when it arrives.
The material of the LP Kits from PBG do vary. My kit had a Mahogany body and neck

The spare LP necks PBG sell are all maple with either ebony or rosewood fingerboards.
A truss rod adjustable from both ends? It may have a double-action truss rod, but it won't be adjustable from both ends. Be interesting to see what you get!

Yeah, that's what I'm thinking also. Hopefully it arrives in good condition.
It was one of the few necks I found with an oversized, undrilled paddle, and no fret markers.

Postman Pat apparently has a couple more things for me today, but the neck has supposedly been in Sydney for the last 4 days.
I didn't even think to check about what kind of wood it was built out of. Now that I look at the ad, there's nothing in the description, so hopefully it's not locked up as part of Cites legislation.
